To: Honourable Josie Osborne Minister of Energy, Mines and Low Carbon Innovation, Province of British Columbia
Whereas heat pumps are a key tool in the fight against climate change; and
Whereas a heat pump can mean the difference between life and death during extreme temperatures; and
Whereas many British Columbians are unable to afford a heat pump; and
Whereas transparent cost estimates listing the price of equipment and the price of labour separately enable consumers to choose wisely, potentially reducing the cost of a heat pump by as much as $20,000; and
Whereas most installers refuse to provide such estimates;
Therefore we call on the Government of British Columbia to require heat pump installation companies serving customers who intend to apply for a government rebate to provide clear, transparent estimates that show each of the following separately:
We seek rapid action on this matter, since the current system is enabling many installers to inflate prices in a way that nullifies the taxpayer funded rebates.

- The make and model of the equipment to be installed
- The amount to be paid for the equipment, compressor(s) and air handlers
- The charge for labour associated with the installation
- The charge for other recommended items (e.g. ducting)
- The warranty time frame and what it covers, along with its cost if not included in the manufacturer's heat pump price.
- The Heating Season Performance Factor (HSPF)
- The Seasonal Energy Efficiency Ratio (SEER) rating.
We seek rapid action on this matter, since the current system is enabling many installers to inflate prices in a way that nullifies the taxpayer funded rebates.
